Understanding Staff Council Representation

Staff Council is comprised of 60 elected members who represent staff across the University of Iowa. These members are elected based on two distinct categories:

  • 39 Function Representatives – Representing staff by job function (e.g., Human Resources, IT, Finance)
  • 21 Organization Representatives – Representing staff by organizational unit (e.g., College of Law, UI Libraries, Graduate College)

Every regular employee of the University who is classified as Professional and Scientific or Merit staff, and not represented by an exclusive bargaining agent, is represented by at least two members of Staff Council:

  • One representative based on the organization they are employed within
  • One or more representatives based on their job function

The diagrams below illustrate how Staff Council representation is structured:

  • The first visual explains the difference between Function and Organization Representatives, including how representation is determined.
  • The second is the Staff Council Organization Chart, outlining all job function and organizational units currently represented.

The below visuals reflect Staff Council’s commitment to ensuring inclusive and proportional representation across the university community.
