UISC councilors at a recent meeting, working to amplify staff voices and strengthen shared governance.


Established in 1967, the UISC serves as the representative voice for non-bargaining University of Iowa employees, advocating on behalf of Professional & Scientific and Merit staff. The UISC works closely with the Office of the UI President and Human Resources to elevate staff concerns and share information in a timely manner. As a shared governance body, the UISC also promotes practices that maximize opportunities for staff participation at all levels.

The Council has 60 members:

  • 39 Function representatives (representing Job Function/combined Job Function Categories) and 

  • 21 Organizational representatives (representing Organizational Unit/combined Organizational Unit Categories). 

Leading the council members is the UISC President, who is elected to serve a 1-year term that begins in June. Each President brings their own passion, flair and focus to the role, and our newly elected President, Neda Barrett, has chosen “Leading with Purpose and Compassion” as her term’s theme.

The role of staff in the success and advancement of the UI is invaluable, so the UISC works assiduously to amplify these efforts by:

  • Representing staff at campus and community activities

  • Representing the UI across the state of Iowa including the State House

  • Volunteering staff time

  • Promoting staff recognition

  • Promoting staff-friendly policies

  • Promoting professional development opportunities
